Terms, policies, and purchase conditions covering Scioto Digital services and the SD Tools application suite.

This policy covers all Scioto Digital LLC properties and services, including the applications at scioto.digital and tools.sciotodigital.com, and the company website at sciotodigital.com.

The Short Version

Scioto Digital is an information technology solutions company. We build software for our community, and we deliver services to our clients. Those two areas of work handle information differently, and this policy covers both.

Our applications do not collect your personal information. No accounts. No tracking. No ads. Everything you do in them stays on your device, in your browser's localStorage. The single exception is a share link, which you create only when you choose to.

Our company website collects almost nothing. We run no third-party analytics platform and we set no cookies. When you contact us or book a session, we receive what you send us.

That is the whole picture. The sections below explain each in detail.

Section A: The Applications

This section covers: PULSE, Empire Roadmap, and COMMAND, at scioto.digital and tools.sciotodigital.com.

A1. What We Do Not Collect

We do not collect, store, or process:

Names, email addresses, or any personal identifiers
Location data. PULSE uses a fixed Columbus, Ohio metropolitan configuration and does not access your device GPS or location services
Financial information. Empire Roadmap calculations run entirely in your browser. Salary, pension, and projection inputs never leave your device
Task or project data. COMMAND stores everything in your browser's localStorage
Usage analytics or behavioral tracking data

There are no user accounts, logins, or registration of any kind in the applications.

A2. What Is Stored, and Where

All three applications use your browser's localStorage to save preferences and data. This storage lives entirely on your device and is never transmitted to Scioto Digital.

PULSE stores your anchor zones, notification preferences, display settings, and onboarding status. Keys are prefixed sd_pulse_.
Empire Roadmap stores your most recent scenario inputs, including salary range, step, retirement parameters, and deferred compensation settings. Keys are prefixed sd_empire_.
COMMAND stores your tasks, board preferences, and schema version. Keys are prefixed sd_command_.
Shared preferences such as theme and font size are stored under sd_theme and sd_font_size.

localStorage is not a cookie. It is not transmitted to any server as part of normal browsing, and it is readable only by the site that created it.

You can clear all stored data at any time by clearing your browser's localStorage for the application domain, or by using the reset functions inside each application. Clearing browser data, switching browsers or devices, or using private browsing mode will remove this data.

A3. Share Links

Empire Roadmap and COMMAND let you generate a link that reproduces your current scenario or board. This is the one place where application data leaves your device, and it happens only when you choose to create a link.

What happens: your application state is compressed and stored on a Redis server operated by Upstash as a short code. The stored value contains only the configuration values needed to rebuild the scenario. It contains no names, no account identifiers, and no device information.

How long: short codes expire automatically after 365 days. They are not associated with any user identity.

What you should know: anyone who has the link can open the scenario. Treat a share link the way you would treat any link you send to another person. Do not include information in a scenario that you would not want a recipient to see.

If a share link cannot be created, the application falls back to a longer link that carries the same compressed data in the URL itself. In that case nothing is stored on our side at all.

A4. Third Parties Involved in the Applications

Hosting. The applications are hosted on Vercel. Vercel maintains standard server logs, including IP addresses, request timestamps, and user agent strings, as part of normal web hosting. Scioto Digital does not use these logs to identify or track individual users. See Vercel's privacy policy at https://vercel.com/legal/privacy-policy.

Short link storage. Share codes are stored with Upstash as described in A3.

Data feeds, proxied. PULSE aggregates publicly available information. These requests are made by our own serverless functions, which means your browser does not contact these sources directly and no information about you is sent to them. Current sources include the National Weather Service, the Ohio Department of Transportation, Ticketmaster, the Columbus Metropolitan Library, and publicly published Ohio State University academic and athletics calendars.

Data feeds, local. Some PULSE information, including curated festival listings and state holidays, is bundled with the application and involves no external request at all.

Map tiles, direct. PULSE displays map tiles served by OpenFreeMap. These tile requests are made by your browser directly to OpenFreeMap rather than through our servers, which means OpenFreeMap receives your IP address and standard browser request information. Scioto Digital does not receive or store this information.

A5. Your Controls

Because application data stays in your browser, you hold it directly:

View it. Open your browser developer tools, then Application, then Local Storage, then the application domain.
Delete it. Clear localStorage for the site, or use the in-application reset functions.
Prevent it from persisting. Use private browsing mode. Preferences and tasks will not carry between sessions.

No deletion request to Scioto Digital is necessary for application data, because we do not hold it.

Section B: The Company Website and Our Services

This section covers: sciotodigital.com, and information we receive when you contact us, book a session, or engage us for paid work.

B1. The Website

The company website is a statically generated site built by Scioto Digital and hosted on Vercel. There is no content management platform behind it and no third-party analytics platform running on it.

Vercel maintains standard server logs, including IP addresses, request timestamps, requested paths, and user agent strings. These are a normal function of web hosting rather than a tracking system. Scioto Digital reviews them in aggregate to understand traffic patterns and diagnose problems, and does not use them to identify individual visitors.

B2. Cookies

Scioto Digital does not set cookies on any of its properties. We run no advertising, no behavioral tracking, and no third-party analytics platform, so there is nothing to consent to and no consent banner to dismiss.

If we introduce analytics or any function that requires cookies, we will update this policy and implement any consent mechanism required before it goes live.

B3. When You Contact Us

Correspondence currently reaches us by email. When you write to us, we receive your email address, your message, and whatever else you choose to include.

We use this only to respond to you and to evaluate whether Scioto Digital is a fit for what you need. We do not sell it, rent it, or share it for marketing purposes. We retain inquiry correspondence in our business records.

Our email and productivity systems run on Google Workspace. Google processes this correspondence as our service provider.

We do not currently operate a marketing email list. If we start one, it will be opt in and it will include an unsubscribe link in every message.

A web contact form is planned. When it launches, this section will be updated to describe what it collects before it goes live.

B4. Booking and Intake for a Discovery Session

When you reserve a Discovery Session, we ask you to complete an intake questionnaire and to schedule a time.

What we receive: your name, your email address, your selected time, and your questionnaire responses. Those responses describe your systems, constraints, users, and goals, and they may include information about your organization. Provide what is useful and withhold what is sensitive. There is no obligation to answer any particular question, and anything material can be discussed in the session instead.

Who processes it: intake and scheduling run on Google Workspace tools. Google processes this information as our service provider.

How we use it: to prepare for and conduct your session, to produce your written summary, and to follow up. We retain it as part of our business records.

B5. Payment

The Discovery Session is purchased through a payment link hosted by Stripe. Checkout takes place on Stripe's own page, not on our website. Stripe collects and processes your payment information directly and handles it under its own privacy policy at https://stripe.com/privacy. We receive confirmation of payment, your name, and your email address. Scioto Digital never receives or stores your payment card number.

Larger engagements are invoiced and paid by ACH transfer or another method agreed in the engagement.

The applications are free to use and contain no payment function.

B6. When You Become a Client

When you become a client, we will request and retain additional information related to your purchase and the services rendered. Depending on the engagement, this may include billing and contact details, project requirements and business context, and access to systems, accounts, or data that we need in order to perform the work.

Client information is handled under the signed services agreement between us, which governs confidentiality, ownership, and handling in more detail than this policy does. In the event of a conflict between this policy and a signed services agreement, the signed agreement controls for that client relationship.

Where we access data belonging to a client's own customers or employees, we act on the client's instructions and only for the purposes of the engagement. Handoff, retention, and deletion of that data are documented as part of the engagement.

Section C: Applies Everywhere

C1. Who We Are

Scioto Digital LLC is a technology company organized in Ohio and based in Columbus, Ohio. Scioto Digital is the entity responsible for the information practices described in this policy.

C2. What We Never Do

Across every Scioto Digital property:

We do not sell your personal information.
We do not share your personal information with advertisers or data brokers.
We do not use your information to build behavioral advertising profiles.
We do not run third-party advertising.

C3. Artificial Intelligence

In our applications. The applications do not currently include artificial intelligence features. Nothing you enter into PULSE, Empire Roadmap, or COMMAND is transmitted to, processed by, or used to train any AI model. Information displayed in the applications is drawn from the public sources described in Section A4 and is presented through defined rules rather than generated by a model.

In how we build. Scioto Digital uses AI-assisted tools in its own software development work. Those tools operate on our code. They do not receive your information, because your information does not leave your device.

In our business systems. Our email, document, and scheduling systems run on Google Workspace, which includes artificial intelligence features. We operate these under business terms that do not permit our content to be used to train general models, and we review those terms as they change.

In client work. We may use AI-assisted tools when delivering client engagements. We do not input client confidential information into tools whose terms permit the provider to use submitted content to train models. Where a client requires restrictions on AI use, those restrictions are recorded in the signed services agreement and we work within them.

Across every property. We do not provide information from any Scioto Digital property to third parties for the purpose of training AI models.

If this changes. Introducing an AI feature into the applications is a material change under Section C7. We will disclose what the feature does and what information it uses before it launches.

C4. Security

We use current, reputable service providers and standard protective measures, including encrypted connections across all properties. No system is perfectly secure, and we do not claim otherwise. The strongest protection in our applications is structural rather than procedural: information we never collect cannot be exposed.

C5. Children's Privacy

Our applications and website are general audience properties and are not directed to children. We do not knowingly collect personal information from children under 13. The applications collect no personal information from anyone. If you believe a child has sent us personal information, contact us and we will delete it.

If we introduce user accounts in the future, children's privacy requirements will be addressed at that time.

C6. Your Rights and Choices

Depending on where you live, you may have rights under applicable privacy laws to request access to the personal information we hold about you, to request correction or deletion of it, or to object to certain uses.

Regardless of where you live, you may contact us at info@sciotodigital.com and we will respond. We may need to verify your identity before acting on a request.

For information stored in your browser by our applications, no request is needed. You already hold it and can delete it yourself, as described in A5.

C7. Changes to This Policy

We will update this policy when our practices change. The effective date at the top of this page will be revised.

Material changes, including the introduction of user accounts, server-side storage of personal information, analytics or cookies on any property, or any payment feature in the applications, will be posted here before those changes take effect, and will be communicated in the applications where they affect the applications.

3. Inquiries, Purchases, and Engagements

Informational content. Descriptions of services, capabilities, and approach on this site are illustrative. They are not commitments as to scope, timeline, price, or result, and they are not an offer to enter into a consulting or development engagement.

Inquiries. Submitting a contact form, sending an email, or discussing a potential project with us does not obligate either party to anything and does not create a client relationship.

Purchases. The Discovery Session is available for direct purchase on this site. Completing checkout creates a contract for that specific offering only, on the terms presented at the point of purchase and in our Purchase Terms. Purchasing one offering does not entitle you to any other work and does not establish an ongoing engagement.

Offerings that require scoping. Consulting and development engagements are not available for direct purchase, because price and scope depend on requirements that must be established first. Those offerings are described on this site and begin with a request rather than a checkout.

Engagements. Consulting and development engagements are established only when both parties sign a written services agreement. No inquiry, conversation, purchase, or payment substitutes for that agreement. Where a purchased offering leads to a larger engagement, the signed agreement governs that engagement.

Our right to decline. Acceptance of payment does not constitute acceptance of an engagement. We may decline or cancel any purchase, before or after payment, and will refund it in full when we do. We may exercise this right for any lawful reason, including where a request falls outside our capabilities, where a conflict exists, or where we determine that we are not the right fit.

Confidential information. Please do not send confidential or sensitive information through the contact form, by email, or in a purchase note before an engagement agreement is in place. We cannot guarantee that unsolicited information is treated as confidential.

Content on this website, including any article, guide, or case description, is general information. It is not technical, financial, legal, or professional advice, and it is not tailored to your circumstances. Do not act on it without appropriate professional consultation.

Some jurisdictions do not allow the exclusion of certain warranties or the limitation of certain damages. Where that is the case, the exclusions and limitations above apply to the fullest extent permitted.

11. Governing Law

These terms are governed by the laws of the State of Ohio, without regard to conflict of law principles. Any dispute arising under these terms shall be brought in the state or federal courts located in Franklin County, Ohio, and you consent to the jurisdiction of those courts.

If any provision of these terms is found unenforceable, the remaining provisions remain in effect.

These terms govern the Scioto Digital application suite. They do not govern the Scioto Digital company website at sciotodigital.com, which is subject to separate Website Terms of Use, and they do not govern paid consulting or development engagements, which are subject to a separate signed services agreement.

1. Who We Are

The applications are operated by Scioto Digital LLC ("Scioto Digital," "we," "us"), a technology company based in Columbus, Ohio. The suite currently includes three applications: PULSE, Empire Roadmap, and COMMAND. They are available at scioto.digital and at tools.sciotodigital.com. Both addresses serve the same applications and both are covered by these terms.

2. Acceptance

By accessing or using any Scioto Digital application, you agree to these terms. If you do not agree, do not use the applications.

We may update these terms as the platform evolves. Continued use after a change constitutes acceptance. Material changes will be noted on this page with a revised effective date.

3. What the Applications Are, and Are Not

The applications are provided free of charge. There are no accounts, no logins, and no purchase of any kind.

PULSE is a civic awareness application that aggregates publicly available information for the Columbus, Ohio metropolitan area, including weather forecasts and alerts, event listings, library programming, and community activity. PULSE is informational. It is not a substitute for official emergency alerts, government notices, or authoritative public safety information. For any safety-critical decision, follow guidance from official sources including the National Weather Service, the Ohio Department of Transportation, and local authorities.

Empire Roadmap is an estimation and educational tool that models career and retirement projections for State of Ohio employees enrolled in the OPERS Traditional Pension Plan.

Empire Roadmap does not provide financial, tax, legal, or retirement advice. Projections are estimates generated from publicly available OCSEA pay tables, published OPERS benefit formulas, and general federal tax brackets. Your actual salary, benefits, and tax obligations may differ. Consult OPERS directly, your human resources department, and a qualified financial advisor before making any career or retirement decision. Scioto Digital is not affiliated with, endorsed by, or acting on behalf of OPERS, OCSEA, or the State of Ohio.

COMMAND is a personal project management dashboard designed for individual use. It stores data locally on your device. Scioto Digital is not responsible for project outcomes or decisions made using COMMAND.

Beta status. The applications are in active development. Features, data sources, and interfaces may change or be removed.

4. Data and Privacy

The applications store your preferences and data in your browser's localStorage. No accounts, logins, or personal information are required to use any application, and no personal data is transmitted to or stored on Scioto Digital servers.

The one exception is the share link function described in Section 5.

If we introduce user accounts or server-side storage in the future, these terms and the Privacy Policy will be updated and users will be notified before the change takes effect.

5. Share Links

Empire Roadmap and COMMAND allow you to generate a link that reproduces your current scenario or board.

When you create a share link, the application state is compressed and stored as a short code for 365 days, after which it expires automatically. The stored value contains only the configuration values needed to rebuild the scenario. It contains no names, no account identifiers, and no device information.

Anyone who has the link can open it. Share links are not password protected and are not tied to your identity. You are responsible for who you send a link to and for what you put in a scenario before sharing it. Do not include information you would not want a recipient to see.

Scioto Digital may remove a share code that is used in violation of Section 8, and may change or discontinue the share link function at any time.

6. Data Sources and Accuracy

PULSE aggregates information from public third-party sources including the National Weather Service, the Ohio Department of Transportation, Ticketmaster, the Columbus Metropolitan Library, publicly published Ohio State University academic and athletics calendars, and curated regional event listings. Map tiles are provided by OpenFreeMap.

Scioto Digital does not control, guarantee, or warrant the accuracy, completeness, or timeliness of third-party information. Outages, delays, or errors at an upstream source will affect what PULSE displays. Some sources are refreshed less frequently than others, and not every feed is maintained at the same cadence.

Empire Roadmap uses publicly available OCSEA pay tables and OPERS Traditional Plan benefit formulas. These change with contract negotiations, legislation, and OPERS board decisions. Scioto Digital updates these tables when new figures are published but cannot guarantee that the figures in the application are current at any given moment.

7. Artificial Intelligence

The applications do not currently include artificial intelligence features. Nothing you enter into PULSE, Empire Roadmap, or COMMAND is transmitted to, processed by, or used to train any AI model.

Information displayed in the applications is drawn from the public sources described in Section 6 and is presented through defined rules. It is not generated by an AI model.

Scioto Digital uses AI-assisted tools in its own software development work. Those tools are part of how we build the applications. They do not receive your data, because your data does not leave your device.

If we introduce AI features in the future, we will disclose what those features do and what information they use before they launch, and these terms will be updated accordingly.

8. Intellectual Property

All Scioto Digital applications, including their code, design, structure, and original content, are the property of Scioto Digital LLC.

The applications are provided for your personal, non-commercial use. You may not copy, reverse engineer, redistribute, resell, or create derivative works from them without written permission.

Third-party data displayed in the applications remains the property of its respective source and is subject to that source's own terms.

9. Acceptable Use

You agree not to:

Attempt to disrupt, overload, or interfere with the applications or their underlying infrastructure
Scrape, harvest, or systematically collect data from the applications by automated means
Use the share link function to distribute unlawful, harassing, or deceptive content
Use the applications for any unlawful purpose
Misrepresent yourself as affiliated with, endorsed by, or acting on behalf of Scioto Digital

We may restrict or block access for conduct that violates this section.

10. Availability

The applications are provided on an "as available" basis. We may modify, suspend, or discontinue any application or feature at any time, with or without notice. We do not guarantee uninterrupted access.

11. Disclaimers and Limitation of Liability

The applications are provided "as is" and "as available," without warranties of any kind, express or implied, including any implied warranty of merchantability, fitness for a particular purpose, or non-infringement.

To the maximum extent permitted by law, Scioto Digital shall not be liable for any direct, indirect, incidental, consequential, special, or exemplary damages arising from your use of or inability to use the applications. This includes, without limitation, reliance on projections generated by Empire Roadmap, reliance on information displayed by PULSE, loss of data in COMMAND, and the content or distribution of any share link.

Local storage means local risk. Because application data is stored in your browser, clearing your browser data, switching devices or browsers, or using private browsing mode will result in the loss of your saved preferences, tasks, and scenarios. Scioto Digital does not hold a copy and cannot recover this data.

Because the applications are provided free of charge, and to the maximum extent permitted by law, the total aggregate liability of Scioto Digital arising out of or relating to the applications shall not exceed one hundred dollars ($100).

12. Third-Party Services

The applications depend on third-party services for hosting, storage, mapping, and data. Your use of the applications is also subject to those providers' terms. Scioto Digital is not responsible for the availability, policies, or conduct of third-party providers.

14. Severability and Entire Agreement

If any provision of these terms is found unenforceable, the remaining provisions remain in effect. These terms, together with the Privacy Policy, constitute the entire agreement between you and Scioto Digital regarding the applications.

Purchase Terms

These terms govern any purchase made from Scioto Digital LLC through sciotodigital.com. They apply in addition to our Website Terms of Use and Privacy Policy.

Consulting and development work is not sold through this website. That work is established under a separate signed services agreement, and nothing in these terms creates or substitutes for one.

1. What Is Available for Purchase

Scioto Digital currently offers one item for direct purchase: the Discovery Session, at $500.

Everything else we do, including custom builds, consulting, coaching, workshops, and ongoing support, is priced according to scope and begins with a request rather than a checkout. Price for that work depends on requirements, and on third-party costs that are not knowable in advance. Publishing a fixed price for it would misrepresent what the work costs.

2. Our Right to Decline

Acceptance of payment does not constitute acceptance of an engagement.

Scioto Digital may decline or cancel any purchase, before or after payment, and will refund it in full when we do. We may exercise this right for any lawful reason, including where a request falls outside our capabilities, where scheduling cannot be accommodated, where a conflict of interest exists, or where we determine that we are not the right fit for what you need.

A full refund under this section is your sole remedy. Purchasing a Discovery Session does not obligate Scioto Digital to perform any work beyond the session itself.

3. Price and Payment

The Discovery Session is $500 in United States dollars. Applicable taxes are calculated at checkout where required.

Payment is made through a payment link hosted by Stripe. Checkout takes place on Stripe's page rather than on our website. Scioto Digital does not receive or store your payment card number. Your purchase is complete when payment is authorized and you receive confirmation.

We may change the price at any time. A change does not affect a purchase already completed.

4. What the Discovery Session Includes

An intake questionnaire, delivered after purchase
One structured working session of up to sixty minutes, held remotely or in person in Central Ohio
A written summary of findings, delivered after the session
Full credit of the $500 toward any work that begins within sixty days of the session

5. What the Discovery Session Is Not

A Discovery Session is not a deliverable, a proposal obligation, a commitment to take on the work, or a quoted price. It does not create an engagement.

Recommendations discussed are general and are not professional, financial, or legal advice.

After the session, either party may decide not to proceed further, for any reason, without obligation.

6. Scheduling, Rescheduling, and Non-Attendance

The session requires your participation to deliver. The following applies from the date of purchase.

6.1 Booking. Schedule your session within forty-five days of purchase using the scheduling link provided after payment.

6.2 Outer limit. All sessions must be held within one hundred eighty days of purchase. After that date the fee is forfeited and no session, credit, or refund remains available.

6.3 Rescheduling. You may reschedule up to two times, with at least forty-eight hours notice before the scheduled start, subject to the outer limit in Section 6.2.

6.4 Non-attendance. Failure to attend a scheduled session without at least forty-eight hours notice counts as a missed session. After three missed sessions, the fee is forfeited and no session, credit, or refund remains available.

6.5 Cancellation and refund. Cancellation with at least forty-eight hours notice before your first scheduled session receives a full refund. After that point the fee is not refundable, and remains available only as a session under the terms above.

6.6 If we reschedule. Where Scioto Digital reschedules, that does not count against your limit in Section 6.3, and the outer limit in Section 6.2 extends accordingly.

6.7 Intake. Where the intake questionnaire is not returned before the session, we will hold the session as scheduled and work from what we have. It counts as your session either way.

7. The Credit

If you engage Scioto Digital under a signed services agreement for work beginning within sixty days of your Discovery Session, the full $500 is credited against the first invoice under that agreement.

The credit applies once, to one engagement, and has no cash value. It expires sixty days after the session and is not extended by a delay in your decision.

8. Refunds Generally

Section 2 and Section 6 state the circumstances in which refunds are available. Outside those circumstances, purchases are non-refundable.

Approved refunds are issued to the original payment method and typically appear within five to ten business days depending on your financial institution.

If you believe there is an error with a charge, contact us at info@sciotodigital.com before initiating a chargeback. We would rather resolve it directly and we generally can.

9. Intellectual Property

The written summary of findings is provided to you for your own use. You may use it however you wish, including to solicit proposals from other providers.

Scioto Digital retains ownership of its methods, frameworks, templates, and pre-existing materials. Ownership of work product created under a services engagement is governed by the signed agreement for that engagement, not by these terms.

10. Disclaimers and Limitation of Liability

The Discovery Session is provided without warranties of any kind, express or implied, including any implied warranty of merchantability, fitness for a particular purpose, or non-infringement. Scioto Digital does not warrant any particular business, technical, or financial outcome.

To the maximum extent permitted by law, the total aggregate liability of Scioto Digital arising out of or relating to any purchase under these terms shall not exceed the amount you paid. Scioto Digital shall not be liable for indirect, incidental, consequential, special, or exemplary damages, including lost profits or business interruption.

11. Changes to These Terms

We may revise these terms by posting a revised version with a new effective date. The version in effect at the time of your purchase governs that purchase.

This policy applies to everyone who uses a Scioto Digital property or any infrastructure Scioto Digital operates. That includes visitors to sciotodigital.com, users of the applications at scioto.digital and tools.sciotodigital.com, and clients whose systems Scioto Digital hosts, deploys, or administers.

It exists for a practical reason. Scioto Digital operates shared infrastructure under its own accounts with hosting and service providers. Conduct that violates those providers' terms puts every system we operate at risk, not only the one where the conduct occurred.

1. Prohibited Conduct

You may not use any Scioto Digital property or infrastructure to:

1.1 Break the law. Engage in, facilitate, or promote any unlawful activity, or violate the rights of any person or organization.

1.2 Harm people. Harass, threaten, defame, stalk, or incite violence against anyone. Distribute material that sexually exploits or endangers a minor. Distribute material that promotes self-harm.

1.3 Infringe rights. Distribute material that infringes copyright, trademark, patent, trade secret, publicity, or privacy rights.

1.4 Deceive. Impersonate any person or organization, misrepresent affiliation with Scioto Digital, operate a phishing or fraud scheme, or distribute intentionally false information designed to cause harm.

1.5 Distribute malicious code. Upload, host, link to, or transmit malware, ransomware, spyware, or any code designed to disrupt, damage, or gain unauthorized access to a system.

1.6 Attack systems. Attempt to gain unauthorized access to any system, probe or scan for vulnerabilities without authorization, circumvent authentication or rate limiting, or participate in a denial of service attack.

1.7 Send unsolicited messages. Send bulk unsolicited commercial email, operate a mailing list without verifiable consent, or use our infrastructure to relay messages in violation of applicable law.

1.8 Scrape or harvest. Systematically collect content or data from a Scioto Digital property by automated means, or harvest contact information for unsolicited outreach.

1.9 Abuse capacity. Consume infrastructure resources in a manner that degrades service for others, operate cryptocurrency mining, or run activity whose primary purpose is generating load rather than serving users.

1.10 Misuse share links. Use the share link function in any application to distribute content prohibited by this policy.

2. Client-Deployed Systems

Where Scioto Digital hosts, deploys, or administers a system for a client, the client is responsible for that system's content and for the conduct of its own users.

2.1 Client obligation. The client will not use, and will not permit others to use, that system in violation of Section 1, or in violation of the terms of any underlying service provider.

2.2 Provider terms. Systems Scioto Digital operates run on third-party infrastructure subject to those providers' acceptable use policies. Client obligations under this policy are at least as strict as those, and the stricter standard applies where they differ.

2.3 Content responsibility. Scioto Digital does not monitor or review the content a client publishes and does not accept responsibility for it. Responsibility for content remains with the client at all times.

2.4 Notice. The client will notify Scioto Digital promptly on becoming aware of a violation, a compromise, or abuse affecting a system Scioto Digital operates.

3. Enforcement

3.1 Range of response. Where we identify a violation, we may restrict or block access, remove or disable the material at issue, apply rate limits or spending caps, suspend the affected system, or terminate the engagement or account.

3.2 Notice where practicable. We will attempt to notify a client before suspending a system and to give a reasonable opportunity to correct the problem. Where a violation is causing active harm, exposes other systems, or threatens Scioto Digital's standing with a service provider, we may act first and notify immediately afterward.

3.3 Effect on obligations. Suspension under this policy does not relieve a client of amounts owed, and Scioto Digital is not liable for the effect of a suspension made in good faith under this section.

3.4 Legal process. We will cooperate with valid legal process and may report unlawful conduct to appropriate authorities.

3.5 No obligation to act. Nothing in this policy obligates Scioto Digital to monitor any property or system, and a decision not to act in one instance does not waive our rights in another.

Report a suspected violation to info@sciotodigital.com. Where you can, describe what you observed, where you observed it, and when.

5. Changes

We may revise this policy by posting a revised version with a new effective date.

6. Relationship to Other Terms

This policy supplements our Website Terms of Use, the Terms of Service for the applications, and any signed services agreement. Where a signed services agreement addresses the same subject, that agreement controls for the client it covers.

Our Position

Scioto Digital builds software to close the gap between people and the complex systems they depend on. A tool that a person cannot use does not close that gap. Accessibility is therefore part of what we consider a working product rather than a feature added at the end.

We want to be accurate about where we are. Scioto Digital has not yet completed a formal accessibility audit of its website or applications, and does not claim conformance with any accessibility standard at this time. We are working toward conformance with the Web Content Accessibility Guidelines, version 2.1, Level AA, and we will report on that progress here rather than announce it as finished before it is.

We would rather tell you what is true than display a badge we cannot support.

Known Limitations

We are aware that the following present difficulties, and we consider them open work:

Map interfaces in PULSE. Interactive maps are difficult to make fully equivalent for non-visual use. Where a map conveys information, we intend for that information to be available in a non-map form as well. This is not yet complete throughout.
Data-dense views. Projection tables and dashboard layouts carry a great deal of structured information, and their navigation order and labeling have not been fully verified with assistive technology.
Third-party content. Some information displayed in PULSE originates with outside sources. We control its presentation but not its underlying quality or completeness.
No formal audit. Until testing is completed with assistive technology and against the standard, our understanding of these limitations is incomplete by definition.

Third-Party Components

Our properties include third-party services, including payment processing and mapping. Those components are governed by their providers' own accessibility practices. Where a third-party component creates a barrier, we will look for an alternative or provide another path to the same outcome.

What we commit to. We will acknowledge your report within five business days. We will tell you what we find, what we intend to do, and when. Where a fix will take time, we will look for an alternative way to get you the information or function in the meantime.

Procurement and Institutional Use

Organizations evaluating Scioto Digital for work with accessibility requirements should raise those requirements during Discovery. Accessibility targets, testing, and remediation for client work are defined in the statement of work for that engagement, and we would rather scope them explicitly than assume a shared standard.
